I'm trying to make M&M character costumes for adults. I have to make 20 for my group. Where can I find that foamy material?

sew two circles together with batting in between, one for front and one for back. cut M out of white felt and glue on each one, make straps with green ribbon and ties on the sides.

I would use felt. If you need it stiffer, use an iron -on interfacing.
