If 100% cotton, easy to shrink. But you cannot always pick how or where they will shrink. If it is length, turn them up and baste the hem. Then if after several washings if they are too short, you let the hems down again. Wash and rinse in hottest water and dry. Often though, the pants will get baggy with wear again. Just wash as usual and they will shrink down again.
