Does anyone know where I can purchase (other than Home Depot or Lowe's) reasonably priced wooden privacy fencing panels or individual boards that I can have installed?

If you're looking for new, try your local hardware or lumber store. For gently used, try your local salvage store. If you have a Habitat Restore place in your town, call or visit and ask if they have any in stock. I've never tried to get this kind of thing at our local thrift stores, but it never hurts to ask.
Last but not least, if you belong to either Freecycle or Cheapcycle, put out a "wanted" post there.
Be prepared to end up at a retail store and pay full price, though. Unfortunately, that's what we ended up doing. Thank God hubby's nephew was willing to donate labor! And, thank God hubby had expertise enough to help!

Did you ever consider that some things are so very basic that they absolutely cannot be more simple? Like fences that can never magically appear for free? If you don't have the tools or experience to do it yourself, you'll have to pay someone that does! Maybe inlaws?

You can place an ad on Craigslist in your area, under "wanted". Sometimes people have leftovers from a project that they have completed, and would like to get some of their money back for items not used. Good luck.
