Dealing with Shrunken Underwear
If you have cotton underwear that has shrunk or just gotten a bit too tight, you can get a more forgiving fit by cutting the elastic waist band just a bit on one side. The cotton knit is forgiving and will stretch, giving you a better fit, and you can wear it a bit longer.

Put alcohol on any kind of elastic, it will help stretch it, good luck.
