Remove skin and any bones from fish. Cut into small strips; place in a shallow dish.
In a small bowl, combine wine, oil, onion, garlic, orange juice, lemon juice and pepper. Pour over fish. Cover and refrigerate about 8 hours, stirring occasionally.
Drain fish, discarding marinade. Spoon into a serving bowl. Sprinkle with chopped chives,
Very good appetizer.
