If you're talking about the type the florist's make. Believe me, it takes a while to learn! The trick is to twist the ribbon forward each time you go back & forth at the same time you arrange your ribbon in the right areas & angles, then twist the florist wire tightly around the ribbon & rearrange the loops again. I usually make 6 or 7 loops to form one bow (for packages & wreaths).
If it's a simple hair bow, just form a loop then flatten the loop in the center & wrap a much smaller loop of matching ribbon around the center of the loop to enclose it. You can do a double-decker bow this same way. Then pin, sew or glue the loop that wraps around the bow to a pin, barrette, clasp, headband or hair elastic.
