The bugs are definitely inside the "vacuum"- sealed bulb, so it must happen in the manufacturing of them. Anyone know?

I have seen them inside of a lightbulb too and often wondered how they did that. Small bugs but still they got in.

A light bulb is a vacuum tube. Since it is a vacuum, there is nothing in it by definition.

They can't get into the actual bulb itself because it is sealed. But they sure do like to get into the glass covers over the bulb!
