Gas Squirting Out of Mower's Exhaust

My riding lawn mower will spin to kick over, but when it does gas squirts out of the exhaust. When I take the filter off, gas squirts out of this black hose in the filter casing.

My husband said it might be flooding and it needs carborator work. Hope this helps.
