Puff Paint on Men's Tie

How do I remove Puff Paint from a mens' tie? Thank You in advance.

My son made a beautiful tye-dye t-shirt, but then really wrecked it (I thought) by putting puff fabric paint all over it. I scratched it off with my fingernail and although it took some doing, it worked.
