It's called an awl, and there are a couple of different types that I know of. If you are using one to repair a tent, make sure that you have some type of waterseal to apply to the repair. I would search for 'awl' online, to see where is the cheapest place to buy one. I used to see them in a catalog that we got in the mail, but can't find it, and don't recall the name of the company.
