Really cheap --use a simple western hankerchief tied around the neck and add a plastic sheriff badge.

I made a simple one 2 halloweens ago. I just bought a vest dog pattern. I sewed fringe on it ,2 toys gun and shefiffs badge that I found in the kids toy department at my local dollar store. My dog doesn't do hats . Tee hee. I made the vest out of old pair of bluejeans and freyed the edges. edie

Dogs don't wear costumes they are perfectly dressed for any occasion already.
