Heat oven to 350 degrees F. In large bowl. Beat cupcake ingredients with mixer on low speed until well mixed. Pour batter into greased muffin pan or paper baking cups, filling 2/3 way full. Bake about 20 minutes or until toothpick inserted into center comes out clean.
While cooling, mix frosting and 1/2 cup peanut butter. Frost cupcakes. Make a small indentation in the center of the frosting on each cupcake using back of teaspoon. Place 1/4-1/2 teaspoon of jelly into each indentation.
