First, I would talk to your kid. After all, party themes for a little girl (princess or Hanna Montana or whatever) would be way different than for a boy (transformers, dinosaurs, Star Wars). Let your kid pick the theme and suggest some of the ideas.
I would go to the place you plan on buying supplies from and see if any supplies they have peek your interest or would be good starters for a theme you think of. The Dollar store in my area is a great place for getting party supplies. Check your area Dollar store.
