Painting Over Bitumastic Paint?

I wish to paint an external wall that has been coated with black bitumastic gloss paint. I have tried to paint over it, but the black leaches through. How can I prevent this happening?

Since it's an epoxy the only thing I can think of is to sand first but perhaps you should try contacting these companies and ask for their advice first in case the bitumastic was placed to cover asbestos:
