Surprise Birthday Party for My Daughter

My daughter never had a Sweet 16, so I thought I would make her 17th birthday special by possibly surprising her. I have no idea what to plan... or what theme. We could do it outside and or inside... I want it to be fun but not over-done! Any ideas would be awesome!
