Beat first 4 ingredients until fluffy. Add egg. Add dry ingredients and mix well. Chill dough 1/2 hour. Roll into 1 inch balls. Press milk dud into center. Roll back into ball. Roll each ball in sugar and place on ungreased cookie sheet. Bake at 375 degrees F for 10 minutes.
