For example: if the person you are giving it to likes cats, make polymer clay cats/kittens and add other little items to decorate. Possibilities are endless, and ageless. Then use the tin to hold a gift like jewelry, gift certificate/gift card, candy, etc.
Or make them into little travel checker sets.

Although I would NEVER condone smoking, I know a friend of mine would use old Altoid tins for his cigarettes!
I use them to keep my money and giftcards and zoo membership in them (or other small cards)
I am an altered artist which means I change everyday objects like tins into beautiful objects of art. I collage or decorate the tins to use as gift containers for small items like jewelry. Decorate the top with things like old jewelry, polymer clay, material, etc. Terry
I have used these tins for small first aid kits. Add some bandages, a couple alchol pads, a needle, a set of tweezers, small folding craft scissors, and whatever else you can fit in tin. Great for carrying in purse, backpack, hipster, or in sports bags.
I've painted the tin boxes with acrylic paint and then glitter painted things like angels on the top and sprayed it with clear paint and put lip stick in them. They'll hold 3 med. tubes. Thanks, Bonnie
I keep my 'Made for you by GranMarty" labels in an Altoids tin that my son saved for me because he knows I love tins. The labels go on his daughter's sewn items.
One more idea for used tins;use for storing Artist Trading Cards. They are 2 1/2 X 3 1/2 inches in size, so every tin wouldn't work.
I ditto the tiny scrapbook idea. I actually have found some unpainted (silver only) and decorated them with scrapbook paper and embellisments using Mod Podge (this protects the paper as it is bouncing around your purse). They make great gifts!
