I ironed a black blouse without using steam or a pressing cloth and it left shiny spots. How do I remove them

Try spraying with white vinegar and pressing from the inside.

Danialle has really good advice, but if you've already laundered the blouse and the spots are still there then you have burned/melted the fabric and there is no repairing.
