I know of no way to replace a pad under the carpet with out taking up the carpet.Your carpet is attached to a thin piece of wood that is nailed to the outer edges of the baseboard.The strip has small bent nails that the carpet is attached.When the carpet is put down it is streched over these nails.Taking up a section of the carpet will cause the carpet to wrinkle.Best to replace everything.
