I have a black dress that has two very small bleach spots. They have discolored the black. How can I dye them black without ruining the dress?

Try the sharpie when the dress is damp. It will help the ink go the smooth.

I agree with both, dyeing is too 'iffy' and a sharpie is likely your best bet. The reason why? Here is a little fabric chemistry: once you bleach something, its chemical composition changes permanently as such that it will no longer hold dye particles. If it does, it will not have the same intensity as the rest of the fabric and the dye will wash out over a few launderings. So, sharpie it is!

Yes, black magic marker. No dyeing, it is too "iffy".

I've used the permanent marker also. It works.

I've had the best results just dabbing the bleached spot with a black Sharpie permanent marker.
