I would mix half the dye with an equal amount of developer. If you need more, mix in a 1:1 ratio.
Call the company and ask what they recommend. This way you will know their specific formula to mix up and get the best results.
If you are going to buy a whole box of hair color I would go ahead and mix it all, this way you will get the correct amount to do a proper job. Only use what ever you need and discard what ever you do not use, it will not keep.
