Yes, there are tutorials online that show instructions for adding loops to broom handle dusters. You can purchase looped handles at any hardware store or create your own by cutting the necessary length of cord and then threading it through the eye of a needle. Simply tie one end of the string to one end of the rod before tying it off with an overhand knot at the other end, leaving about 12" - 24" (30cm - 60cm) slack on each side before tying it off with another overhand knot.

It starts with a magic ring from 6 half double crochet (hdc), slip stitch (sl st) to join. You can watch how to crochet Magic Ring (or Magic Circle) in this video: www.youtube.com/watch?v=p298HxgsO1s

Round (Rnd) 2: 1 ch (for lift), 2 hdc in each stitch, sl st to join.
Rnd 3: hdc in back loop of each st, sl st to join.
Rnd 4: hdc in each stitch. Tie on small pom pom at the top in the center. Make sure it is tight.
Rnds 5-14: hdc in each st, sl st to join. Fasten off in end.
The duster part:
Rnd 1: sl st around one of the post under the pom pom, 16 ch, go around next post yarn over pull through and sc ch, 16 sc around next post, 16 chain, repeat around.
Rnd 2-5: sl st around the post under the last sl st, 16 chain, sc around next st, 16 chain, repeat around. Finish of crochet.
