I opened a letter from on my last birthday from a relative that passed several years ago and inside was a money order from Western Union dated in 1999. Is there some way for me to cash it or is it too old?

You can find out at your branch.They will be sure no one already cashed the money order.
You can check with your bank or check cashing, locations rules vary on cashing many years old!
