There are different materials used for artificial flowers but it seems the best to use for outdoors may be silk, Latex, and plastic.
Silk is the most expensive and Latex is next but there are also some nice plastic flowers available.
You do not say if you plan to make the arrangement yourself or if you plan to buy a ready-made bouquet.
ready-made bouquets/arrangements can be found online, almost all craft stores as well. Amazon seemed to have a nice, reasonable assortment.

The type of flowers usually recommended for grave sites is the same as types for a funeral: However, people do not always stick to this list:
Lilies
Roses
Chrysanthemums
Carnations
Gladiolas
I have seen some very nice (tasteful) arrangements made from flowers purchased at the Dollar Tree. You just have to be very choosy.

I like to recommend using some type of protective spray-on so your flowers will not fade so quickly - especially silk flowers.
They make special sprays but many people just use one of the Krylon products.

Hobby Lobby, Michael's Crafts seem to have the best quality!
Sadly they all fade and crack quickly. That said, Walmart.com has really pretty ones that are competively priced. Since none last, I prefer pretty and inexpensive, if I am not able to plant perennials on the graves, which is our true preference, but not all cemeteries permit that.
Michael's and Hobby Lobby are where I buy my artificial flowers. You could spray a clear enamel matte finish to prolong the color and prevent fading.
