The best way to do this is with a clean cloth and some fingernail polish remover. Clean the outside of the bottle using the fingernail polish remover and wipe off all the oils, fingerprints, and what every else is on the outside of the bottle. Now it is possible to apply your paint or a layer of glue to the bottle.
