I can see the lemon cleaning the stain; but it seems the bleach will disinfect it better. Does soaking it "for hours" make it less useable with food?

The bleach won't soak into the plastic since the plastic isn't porous. It will wash away with water. A wood cutting board will take on odors and flavors because of the porous surface of the wood.
