Who is responsible for decorating the reception area? If it's me, how do I do it?

The brides family does the wedding and the grooms does the rehearsal.
Keep it simple or hire someone to do it. You can just do table cloths and a centerpiece. It doesn't have to be fancy.
Where I live the grooms parents pay for the band and the flowers. The brides family pays for everything else.
