Sometimes dogs are spiteful. If you cannot trust the dog to hold its urine while you are away, you need to gate him in one room. If you are away from home for a long time, it may be unreasonable for you to expect him to hold it.
Dogs are like people and need structure and guidance. Unlike people, they are not spiteful or being bad or stupid...they are acting on instinct...in this case, the need to pee and unfortunately it is when you are not home. So...
Two suggestions--and this comes from having dogs just about my entire life..1 is to get the dog checked by the vet for 2 things...a urinary tract infection and separation anxiety--both are very easy fixes in 99.9% of the cases (that .1% requires a little extra oomph).
Second is if the pup gets a clean bill of health, talk to the vet about the best way to crate train your pup (meaning breed and age since you don't give this info in your question).
I have always had dachshunds and beagles, and these pups like and respond well to plastic crates that are den like. My friends have other breeds who respond better to other crates--like my one friend's border collies do well in the large coated metal crates that are open slats that let in lots of light, but safely contain the pups when she is not home.
Crate training is easy. Requires time, consistency, patience, lavish praise and love, and treats when the pup does what you want. NEVER, EVER, EVER, EVER, EVER punish the pup for peeing or what will happen is they will become fearful which is bad news.
As one dog whisperer once told me (and she is the best in my town) there are no bad dogs, just bad training...and that can be fixed. This is a nice article on dog behavior.

It really depends on what kind of training the dog has. If he is just not following his training you need to begin retraining. Keep the stress level down in your house and stay very positive with your dog.
