I recently got this prom dress that I had ordered online, but as a result the tail of my dress had way too much fabric and was way too heavy to even walk with. I was thinking of cutting off some of the unnecessary fabric and donating it somewhere, but I live in the Bronx and I can't think of any places. What do you think I should do?

You can post on FreeCycle or Craigslist.
But other places may want it too:
I would also post on Craigslist or Freecycle. You can also donate to a senior center.
Donate it to a adult center where they make quilts for local charities . Or find a quilters group that make quilts for sick kids , hospice , nursing homes .....
i would suggest looking into a near by church thrift store or Hospice thrift store. You can put your zip and donate fabric on Google and see what shows in your area, but I would call before making a trip as not every place can handle fabric.
It is nice that you are wanting to do this instead of just throwing it away so I hope you can find a local place to donate.
If you sew, you might use the fabric to make a small clutch bag to go with your dress. You can find patterns on-line.
One of my favorite and prettiest purses was made from an old skirt.
