Can he see outside from where he is doing it? If so, block that view. Also feed him at the same time each day, and keep his litter box in the same place always.
You need to get rid of the odor or he will keep coming back to the same spot. Use Nature's Miracle odor remover, available at pet stores and Amazon.
take him to the vet and make sure he doesn't have a uti. it is sadly very common in neutered, especially older, males.
Fixing a tom doesn't stop them from marking their territory unless it is done when they are a baby, and then its still not 100% effective. Your vet should have explained that to you. It is instinct to them and also a way they communicate.
It is very difficult. I had this problem with a cat I loved very much and in the end he had to be banished from our living quarters.
People like Jackson Galaxy provide many ideas for dealing with this sort of thing. Sometimes if the cat feels threatened or encroached upon by something (IE a neighborhood cat, a dog, a child) he will begin spraying until the perceived 'threat' is neautralized.
