I recently got a puppy, and he is still not quite house trained. I attempt to clean up his accidents right away, but they still leave a small stain. I can see small circles on the carpet where he has urinated.
What is a good way to get the urine stains out of the carpet?
I haven't really used any methods yet, and I am too cheap for a carpet cleaner. I originally used vinegar to clean up the spots because I've heard it counteracts the urine smell. So short of vinegar, I haven't tried anything else.

Nature's Miracle is a great product that gets both stains and odors out. Get it at any pet supply store or Amazon.
You will need a product that is referred to as an "enzyme cleaner".
These cleaners are sold at all big box stores (Walmart, Target, Lowe's, pet stores, etc.) as well as online:

There are many different brands but be sure it is an enzyme cleaner.
It is most important to use this type cleaner and do it quickly as vinegar will help but not remove the odor and the puppy will keep going to the same (or near by) places and it will be much more difficult to train him to not wet on the carpet.
Also, stains may not come out if left for a long period of time.
If the carpet is not white, try using a few drops of plain Dawn dish soap in lukewarm water and using a white rag (like an old tee shirt) soak the rag in the Dawn water mix, wring it out gently rub at the stain...you should see it coming up on to the white rag. Start in a small place just to make sure it doesn't also pull the carpet dye with it.
This should work on the spot, but it does not neutralize the smell though...that you will need one of the enzyme products from a pet store or big box store.
I also suggest doing what we do when our fur boy regresses. We put something (like a footstool or magazine rack) over the spot to deter him from using it again. Eventually we can move the covering...just need a little time (and the enzyme to neutralize) so that both break the memory cycle of the spot.
