I am an Home Health Aide and a lot of the elders I take care of go through the Ageing and Disability for similar things like this. They don't take too long to answer you back seeing as they are all for helping out elders who can't work and are in need of assistance.
Try going to your County Ageing and Disability offices, they should be able to help your mother with getting help to apply for any assistance she might need and finding an affordable company. They might even just pay for the whole thing even if she isn't qualified for any assistance through their company, they are usually great with helping out with these things. Good luck!

There are several government agencies that offer assistance to seniors with low income but they are usually very slow in approving a project and even after approval, people are placed on a "waiting list" and reaching the top could take several months.
I always recommend asking for help at your local church as many times they have members who are in this type of occupation and will sometimes volunteer their services.
try churches, try Habitat for Humanity, try doing a google search for your area + low income home repair assistance. I guarantee you at least one group in your area offers home repair assistance for elderly/low income folks
