I found this doll at a thrift shop. It has a red rose on it's rear and the numbers 4984 on his back. Anyone see one before?

I'm sorry, but I am unfamiliar with any brand that uses a rose on the bottom of a doll.
It's possible someone placed the rose there for their own reasons and is not a brand mark.
I can only suggest you contact several of the doll forums, as these members have a lot of knowledge about antique/vintage dolls.
You will need to add a few items to the description before asking for their help.
Measurements.
Composition - very important.
Your doll is a boy doll, so this may narrow the search for them, as not all companies made boy dolls.
It would be best to contact several sites just in case one site does not recognize your doll.
You will have to join the groups before you can post, but all are free to join. Some may ask for donations but you can ignore that.
