He does not look homemade. The seams are too tight and the cuts too even.
I am leaning to a 1950s-1960s Kamar plush. What is he stuffed with?
This is not a brand I have too many resources on, so maybe one of our other posters--cybergrannie--may know more.
They had unusual tails on their plushies and odd faces like this. The ears aren't quite right--but that maybe because they are folded?
Can you show the ears?

I think this might have been from a kit and made by someone in their spare time.
You could reach out to Facebook members , and ask if anyone has a clue to this plush toy. With so many that use Facebook you may get a answer quick. You could also check this link , they carry stuffed toys and they also do repairs, taking a vintage plushy and restoring - www.stuffedanimals.com/

I want to thank all of the wonderful respondents, as I am greatly appreciative. The mouse definitely has tight stitching, so the likelihood is that it is not handmade. I have been researching previous threads of Kamar and Dakin, but do not see any similarities.

The eyes and body type are an exact match in my book. At least, you have determined that it was made in Japan like the one described in your picture.
