Pictures do not actually show the bugs - just blurs of bugs but most likely your dog has an infestation of fleas but no matter what this is it can be very dangerous to your dog's health.
You should take your dog to their vet as soon as possible as most likely your dog is in some discomfort as well as pain.

Several years ago, my friend's dog got infected and before they realized how bad it was, the vet had to give him a blood transfusion to save his life.

This was a small dog so your dog may not be that serious but you should realize it looks very bad.

You could give your dog a bath with blue Dawn dish soap (if you do not have Dawn right now, I would suggest using any brand of dish soap and purchase Dawn later).
You will have to cover your dog with soap lather and leave on for at least 5 minutes for it to kill whatever is on your dog. Then rinse several times.
Repeat again in 2-3 days and again in another 2-3 days as all bugs breed in cycles.
You will have to determine where your dog is getting these bugs (even if it is not fleas) so you completely clean and eradicate all sources or they will be right back again.

Your photos are not of very good quality, and it is not clear what size it is. All I see in the photographs are black dots. I think these are mites.

Mites look like small spider-like creatures, with are estimated to only be 1/4 to 1/3 millimeters long. To the naked eye, they may look like tiny black dots on the skin.
There are three common mites that are known for infecting dogs: Demodex mites, Sarcoptes mites and ear mites. Demodex mites will result in hair loss, while Sarcoptes mites can also be transmitted to humans.
Mite infections in dogs can be incredibly contagious, with the eggs of the mites often transferring to other dogs.
They have a world-wide distribution, often being transferred from one dog to another. Some burrow themselves into the skin of dogs, while others live in their hair follicles.

Some of the symptoms you dog may have mites include: excessive scratching; visible irritation, such as red skin; crusty patches of skin; dandruff; dark dirt (caused by ear mites); hair loss, either in patches, or all over their coat (caused by Demodex mites); you may be able to spot the mites on skin of your dog by parting the fur and looking closely.

Most mite infestations can be treated with a simple anti-parasitic wash with special shampoos, medications, but always check with your vet first.

Sorry I can't help as your photos are completely useless. Post some better ones and I bet you'll see a lot more answers.. The best advice I can offer is to take your dog to the vet.

Black stuff on dog skin.

It looks like it might be flea droppings or tick droppings.
Touch them with a wet tissue.
See if they dissolve outward by making a bigger circle.

If so, that would be the blood that is in the droppings after digestion.
I've seen this mostly where a tick has been sucking because ticks stay in the same place and produce their droppings there.

I worked in an animal hospital for several years and to me those look like seed ticks. Please look it up and verify.
