Identifying China?

A decorative china plate.Could you please tell me where this came from? Who maybe made it? And what it's worth is? I havent been able to find this specific plate anywhere online.

This is indeed a stumper. The mark, octagonal design, thistle and crown imagery etc. are all authentic details, but the design overall seems nontraditional. Replacements.com doesn't have this in their current inventory, nor does The Royal Collection official site. The presence of "Windsor Castle" on the plate might indicate that this is a souvenir, commemorative, or very limited run.

This was made in England and I think it is a souvenir plate that is inexpensive.

Your plate looks not so big, I think this is a side plate. 

The pattern was used for the Windsor castle set (your plate is from this set) and for the Buckingham Palace 2003 set
