It looks red and infected what ever it is. This could be a number of problems from tumor, to a thorn getting embedded under the dog's skin. I think it is a good idea to seek the advice of a vet. You can clean this with a cotton ball dipped in hydrogen peroxide.

Different things bite dogs like they do us. This seems like a bit that is on the dog that they have irritated. To be safe I'd take the dog to the vet to have it checked out.

There could be something under the skin that needs to be removed.

Keep it clean with peroxide.
If it gets worse take him to a vet.

It might possibly be a tick. Rather than keep wondering what it could be I would go ahead and take your dog to a vet and get a professional opinion and the correct medication to treat it.
