I refuse to pay shipping fees when it comes to ordering online, only because the item(s) I am purchasing may not work out (ex. size does not fit, material or not as expected). If I end up returning the item, I'll be at a loss of the non-refundable shipping fee. I usually wait when there are promotions (usually during the holidays) to order online and receive free shipping.
Another option, a couple stores I know offer free shipping with no minimum when you place the order in stores - Kohl's, Victoria's Secret and Macy's. At Kohl's, in-store there is a kiosk that allows you to search for the item you'd like to purchase and receive free shipping. For Victoria's Secret and Macy's, a customer service representative will be happy to place your order from their cash register.
There may be other stores that offer this too. You will have to check with your store of choice's policy.

I'm of exactly the same mind, 15, and thanks for voicing your thoughts. One observation? Walmart (here in Canada) charges more per item for the pick up service than the price posted on the shelf.
