I believe this is an antique "Fleetwood" Dresden porcelain figurine.
I am not familiar with this brand and I cannot find any history of the company online which usually means it is not a prominent well known company.
I did see several pieces with statements like 'made in Japan' or 'Made in Germany' but no proof of that statement.
These inexpensive figurines have been in production since the 1930's and companies mass produced them and sent them to distributors in the US who sold to 5 & 10 cent stores so people could have low cost figurines that were similar to the high price figurines sold in the big department stores and jewelry stores.

None of the Fleetwood figurines listed on eBay are asking more than $20.
Judy is right, there is Fleetwood lettering on the back of your figurine.
You can easily find porcelain and figurines with the Fleetwood mark on sale. Figurines have Fleetwood, and china usually has mark Fleetwood China. Mostly they have a Fleetwood stamp on back like these Vintage Fleetwood Set Of 4 Porcelain Tea Cups And Saucers www.etsy.com/
Sellers of Fleetwood porcelain and figurines often do not know where they were made or write incorrect information.
The seller of Vintage Fleetwood China 22K Gold Washed Ceramic Shoe saw backmark Fleetwood China and wrote that his Ceramic Shoe was made in China www.ebay.com/

To be honest, I did not agree with Iceskater and did not think that you have Dresden porcelain figurine. I continued to search.
And I found a Fleetwood China (Moriage Hand Painted Dragonware) creamer set with the same handwritten backmark Fleetwood China as yours and with the Japan label www.ebay.com/
Your figurine was made in the 1950s.
When the Occupation ended in 1952, marks no longer contained the work "Occupied" so pieces were again marked only with "JAPAN" or "MADE IN JAPAN". Prior to WWII, paper labels were flimsy and the glue was often not strong, so the Customs Bureau usually made importers replace the labels with indelible ink backstamps. In the 1950s, technology improved and paper labels were allowed. This is when the paper label era really began.
About the price.
