Hard to tell...have you asked the vet?

The vet can see what we can't like teeth, jaw, hip, bone structure. When I first saw the photo, I thought I was looking at a Rottie/Shephard mix. Our town has Malinois as police dogs and they have more boxy faces and shorter ears...but it is almost impossible to tell from just one photo.

The pup is 100% adorable!! Post back what the vet says!!

I see some shepherd in the dog. The only way to know for sure is to run a DNA test.

One picture? Age? Weight? Height?
Did you pay for a pure bred Belgian Malinois? Buy from a registered breeder? Did you see the parents?
Sorry but those are the questions that come to mind when trying to determine breeding of someone's dog.
Most likely his/her vet will know most of the answers and can give you a much better opinion.
I can say that it is not a pure Belgian Malinois as your dog's ears are the floppy type and a pure Malinois always has stand up ears.

I cannot see the body or tail so other features are difficult to distinguish.
I would also say it is not Belgian Shepard as their ears also stand up straight and, as a general rule they have a much fluffier coat of hair.
Probably a mix of several breeds but the only way to tell for sure is with a DNA test. These are popular because they not only tell breeding but also other stuff about health and physical needs. DNA tests can be purchased online, pet stores and your vet. The cost generally runs from $65 to several hundred but the lowest price generally tells you all you need to know about your dog.

Please be sure your beautiful dog has all of their first year shots/vaccinations so they will not contact any of these horrible viruses that are always floating around.

He is a four months old his ears are still not fully erect. I saw his mother and she is 100% malenois. Some people told me it is malenois. The owner claims it is pure. I can't get the dna test in Tunisia. But whatever it is i will love him for sure

You may be entirely right and his ears may straighten up (that's why stating age, etc is important when asking about breed) but does it matter - he is one beautiful dog.

I've thought about this and it appears you can get a DNA test kit in Tunisia but I do not know anything about the cost.

Also, your pup may only be 4 months old but pure bred Malinois usually have erect ears before that age:
