States have had to make so many laws about used tires because people were selling unsafe tires and then people had accidents due to tire failures.
It is very difficult to find any size free tire but you're looking for a 'specialty' tire that will be even more difficult to find.
I can only suggest that you place 'wanted' ads on all the sites that allow this type of ad. You may need to to state free or small price just in case someone has better tires and do not wish to just 'give' them away.
My son has purchased used tires at local junk yards in the past when he needed a trailer tire but I'm not sure you will be able to find the tire you need but you could always call each one and ask and ask about price when you're calling.

It will be quite difficult to find free tires in good condition. You can try looking for tires at your local car dumps, car fixers, but even there it will not be free.
Have you tried searching on Craigslist? Someone might just be clearing out a garage or breaking down a vehicle...worth a try.
Try asking on Freecycle or a Buy Nothing group.
Maybe try Facebook Marketplace.
You can contact local tire sales companies and Freecycle
Try junkyards. Usually you go into their yard to look for what you need, pull it yourself, then they charge you a few bucks (more, depending on what parts you've pulled). They are usually well organized and can point you in the right place for what you're looking for. Good luck.
