I have power to my black wire at the outlet, but if I touch the coating the power goes away. Or if I hook it up to the outlet I lose power.

Outlets can go bad. Replace the outlet
If you have done it before and know how to take the appropriate precautions, you can try to replace the outlet and see if that resolves the issue. There are a zillion videos on YouTube showing you how.
Personally, I don't mess with anything electric and never recommend people do...electricity and plumbing are the two things that I find it worth it for my piece of mind to call in a pro, of course I have a very, very old house with a lot of wonky stuff having been done to it when it was much younger (not by me).

I agree with Judy, outlet could be bad. Regular wear/tear.
please don't do anything without an electrician unless you or someone you know is essentially super skilled or licensed
we lived in a duplex and the ppl in the apartment above decided to fix their outlet problem in the porch light. It worked for 2 or 3 months and then one night caught fire and we were all essentially 'homeless' after that
so... beware

It sounds like there could be a short in that outlet. It is possible to get an electrician to come over, find the problem, and write you a free estimate of what the cost would be.
I would not try to fix any outlet myself due to the consequences, of fire, if it is done incorrectly.
