I permed my hair yesterday and the curls did not take. My hairstylist says its because the colour I had on my hair was running out and the metal base mixed with the perm that is why it did not hold the curls. My hair was tinted 4months ago. Please help.

Your stylist could very well be telling the truth.
You said you permed your hair. Did you perm it or did your stylist perm it?
Did you apply the color or did your stylist apply the color?
It seems that you are not a regular customer with the stylist. If you are and she applied the color, she should have warned you that hair containing residual metallic salts will nor perm satisfactorily.
If you are not a regular customer, she/he should should have gotten a 'hair history' before putting any chemicals on your hair.
Look on the Internet and you will find that most all hair coloring contains metallic salts. But, this is not true.
Metallic salts are usually found in progressive dyes, whereby several applications are required to obtain desired results (compound henna, for example).
If you applied the color only once, the stylist may not have been able to tell you had color on your hair. She could have given you the perm thinking it was virgin hair. Still, she/he should have asked.
Whether you or your stylist did the perm, a test curl should have been done beforehand. It takes so little time and can save a lot of disappointment.
Your stylist may or may not owe you a refund. There are too many unanswered questions to say yes or no.
As for your options, if you like longer hair and can live with it straight, leave it as is. If you have four months of growth after the color, you could cut off all the colored hair and go for a short look for a while.
Even this shorter hair could be permed unless it was over processed when you got this perm. Again a test curl would be necessary.
I strongly urge you to not put any more chemicals on that hair that has been treated with both color and perm. It could end up in the sink.
It does not matter that the color was applied four months ago. Once metallic salts are applied to the hair they will remain in the hair, be it four months, years or decades.
Before I get any feedback, however unlikely, let me discuss Metalex. Metalex is a product manufactured by Clairol. It is a good product and I was using it 50 years ago.
Metalex is specifically formulated to remove hard water mineral deposits from the hair. To my knowledge, it would have little, if any, effect at removing metallic salts from the hair.
If one chose to use Metalex to remove metallic salts from the hair, I see no harm in doing so. However, it is essential that a strand of the treated hair be tested prior to a full head application whether it be a perm, color or any other chemical treatment.
The person who did your hair is giving you an untrue story. If she didnt think the perm wouldnt take then she shouldnt have given it to you.
That's not true what your stylist told you she probably used the wrong perm solution in your hair. If you go to sallys you can buy all of that stuff and they will tell you that thats not true She's telling wrong.
Is the stylist the owner? If not, I would ask politely to speak to the owner and the stylist and explain your concerns and ask to have the situation resolved.
Perhaps you can ask for a refund or a certificate for a treatment for the future.
If the stylist is the owner, you can try to plead your case kindly, but I get the feeling it will be useless. You may need to cut your losses and find a new stylist for your next styling/perm..but let your hair heal at least a month before doing anything else. Hair health is critical!
