Propagating African Violets?

I had put a leaf in water, and it grew roots. I planted in perlite, but there are no plantlets coming up. Should I replant it in African violet soil? It has been several months.

I start my violets like this also but I wait until little leaves form on the stem to plant them in perlite. If patience is not your virtue, this method would not be for you.
