Sticky web tape has been used for shortening the curtains. Now I want to take them down, but it has left part of the tape on them.

Try using hair spray. Spray it on the area then using a dry towel dab the area then apply some pressure and rub it. Apply more hair Spray if needed. It should become sticky and pull off the sticky stuff. Good luck hair Spray also works for stain removal also. Try it. !!
