I live in Vegas and all up and down my street there are people selling food right out of their trunks and the back of vans and other things. My neighbor sells food right out of her apartment. People are in and out at all hours of the night. I've seen they have a full blown propane grill where they cook. I'm very concerned and want to know what I can do to go about this situation.

I would report them to the Department of Health. States have strict rules for selling food.
My recommendation is designed to protect you...just because people are crazy...and safety first is my rule of thumb!
If you do complain, try to garner support of a group of people have that group either sign a petition or go with you to attend the area's counsel or commission or whatever they call your local government officials (the group that writes laws and ordinances).
I would worry that if you go it alone, someone will think you have an ax to grind and will make it tough for you. If you have a group, it may diffuse the situation somewhat.
Things to take forward are why the issue bothers you...for example...did you or someone you love get sick from the food...that is important to know or is it causing a traffic jam at rush hour that delayed you getting somewhere. Details are important. I find you get very little support if you say you have a problem, but offer no concrete details WHY you have the problem.
The wheel with the most information in their squeak often gets the most attention...the powers that be like info...so if you can tell a story of the problem, not just say THERE IS A PROBLEM, you may get more action.

The days they sell food are street is backed up all the way around to the next street there's never any parking available my parking space is awlays taken there's people in and out of the apartment next door at all hours of the night strangers standing in front of my apartment waiting for there food it's crazy and so unsafe they have there system on all night mind u the walls are very thin and it's like there's a club in my room
This is a hard situation. Is this bothering anyone else in your neighborhood? Would anyone suspect you are filing a complaint?
I've seen sell from home but they have a sellers permit or some sort of certificate? It's a little complicated but varies depending on location.

If you are living in a residential area then I believe you have a right to complain. With this many people involved - your neighbor and "people up and down your street" it is possible someone might/would retaliate in some manner if they become aware of who filed a complaint.
I have mixed feelings about this question because in the world that exists today I feel like people SHOULD be allowed to make a living however they can, without hurting anyone, which often means adhering to certain basic hygiene standards
i'm also concerned that you have stumbled on a neighborhood where for better or worse it is the local culture to sell food like this, thus that the activites are so deeply entrenched that it will be hard, require lots of time and energy to eradicate it. It almost seems easier to moe especially if you just moved there recently
so saying you are certainly entitled to a better situation and Im certain that you are not the only one who feels this way
the main reason these ppl are a nuisance are
- aforementioned risks of food poisoning, foodborne illness, food wastes
- environmental hazards insofar as toxic smells (rancid cooking oil being one), potential fire hazards, etc
- social hazards insofar as having randos milling about your living spaces
- most likely aside from health violations, zoning violations I'm sure in regards to residential v commercial, etc
in other wordsyou have plenty of ammo to get them shut down
the first thing, WHATEVER YOU DO, do your utmost to prevent anyone from finding out it was you who told. Nobody likes a narc and I can foresee retaliatory acts such as vandalism or worse
second, contact landlords if you are in a rental area. Most landlords expliticly forbid business occuring on rental spaces
if this is an area where people own their homes, that makes things so much more difficult. You would have to essentially narc on everyone and get the law or the health department involved. Once again, if you go this route make bloody well sure nobody suspects it's coming from you or it could go badly for you and your family
