My circuit box has two levers on/off and lit. What does this mean? What do I do with the circuit box when the lights in the kitchen go off?

When a breaker trips in my house, we have to pull the lever all the way to the right and then all the way to the left. You can look at a few youtube videos to see the breaker box that looks like yours.
Flip them back then fourth,to restart!
Normally what I do is turn them all to the off position and then start with the main breaker turn it on, then turn on the rest of them. You can ten see if one trips again like this and which one is causing you the problems.
