I think it would depend what the recipe is and when the milk and sugar is added and how its cooked.
From quora.com: Most condensed milk is also sweetened. You can usually substitute 1 can (14 oz) of sweetened condensed milk with ½ cup of evaporated milk plus 1 cup of sugar and 2-3 tablespoons of melted butter. Failing that, cream and sugar, or whole milk and sugar will work if you cook them down a little
If it asks for 3 cups of milk, you will need 3 cups of liquid. It may be too rich, if used 3 cups of the condensed milk straight.
I believe you could only do this with certain types of recipes or you may have to just hope for the best outcome.
Sweetened condensed milk can be substituted in some recipes (maybe 1/2 cup and 1/4 cup for 3/4 cup milk and sugar) but usually just condensed evaporated milk (not sweetened) can be exchanged in many recipes (1/2 evaporated milk & 1/2 water and still add some sugar - to taste).
