Toyota Sewing Machine Spool Pin Not Spinning?

I think you are referring to the bobbin winding pin on the top of the machine that winds the bobbin with thread. If this is not the pin you are referring to it must be in the canister of the machine where the bobbin is installed and the thread is pulled up from the bottom of the machine so that there are 2 threads when you sew. If it is the first one then there could be an issue with the winding belt for the machine or just some dirt in this area that is causing it not to wind the bobbin. If this is the case then take off the top cover of the machine and clean it out. You can add 1 or 2 drops of oil. Make sure when the bobbin is placed on this pin that it is pushed all the way to the right so that it engages with the little rubber wheel.

If it is the second issue there is a lot of dust and dirt in this area. You will need to remove the pieces under this area there are 2 black levers that hold the casing in place. Remove them and use a small brush to clean out all the lint and dirt in this area. Now add 1 drop of oil here and turn the wheel by hand and make sure the pin is spinning. Put this back together and see if you can see the casing turn when you manually turn the wheel of the machine. If this is a different issue all together please supply some photos of the part that is not working because telling us the spool pin is not spinning is a bit confusing.

The bobbin spinning may be caused string, fabric and dust build up over time. This can cause your machine to malfunction.

Clean and remove debris from housing. Also check belt housing for it's tension.
