This could be a "common ground beetle", which is attracted to the indoors by light. Sealing openings in doors and windows is key to control, as well as keeping vegetation away from exterior walls. For best identification and advice though, please contact your county agriculture extension agent per this link. I've done this an they're very helpful! extension.wsu.edu/.../

This looks like a beetle, maybe one of the 'panty' beetles.
Most beetles like about the same types of food, flour products, kitchen foods, dry pet food, bird seed, and fabrics so they could be in several parts of your house.

They do not usually show up like you're seeing them until they have an 'army' so you really need to start looking for their 'home base'.
The food pantry or wherever you keep your boxed/bagged food is a good place to start.
There are numerous ways to deal with these but please do not use any type of chemical products - stick with the natural ways.
Here are some sites that discuss ways to tackle this job so read one or two and decide what will work for you.

Your photo is a bit blurry. It could be any number of black beetles, but a clearer photo is needed for an ID.

Put some of the bugs in a sealed plastic bag. Take to your local hardware store that sells pesticides. They will help you identify it and sell you the right pesticide.
